Let’s save our Farmers Market. Remind the Mayor and White Rock City Council that the Farmer’s Market is part of White Rock’s Unique Character and it supports local businesses. It is also part of Bosa’s commitment to our community.

In 2007, the Bosa Towers were granted Bonus Height approval on condition that they provide space to benefit the community as a “social and recreational Hub” on site. But now the Mayor and Council has pushed back the Farmer’s Market set up time, and want to push the Farmer’s Market out entirely, eliminating some of that community benefit that was promised in return for the tower’s added height.

The concerns of thousands of residents were ignored when the towers were built, but one complaint from a Bosa resident and the Farmer’s Market is now being pushed out. Is this the “Respect for the Public” that Mayor Baldwin wrote about during his 2014 election campaign? Is this what he meant when he said that he believed in “Maintaining White Rock’s Unique Character”?

Sounds like a politician promising one thing, then doing the opposite.

White Rock City Council: Favoritism for the Few, leaves Frequent Frustration for Local Farmers and Residents Alike

Yet Mayor Baldwin and City Councillors Bill Lawrence and Grant Meyer say that the Farmers Market 7am set up time is disturbing residents because one of their friends and fellow Coalition member, Cliff Annabelle, wrote the Mayor a single letter. Mayor Baldwin originally said that there had been many complaints over the years, then later admitted to PAN reporters that there are no other complaints on record. Just this one complaint, and in an instant, the rules for the Farmer’s market were changed because of this one complaint came from a friend of City Council.

If the Mayor and Council are so concerned about complaints, why did council ignore hundreds of complaints over the Vidal Street 12-Story Mega-Condo development that they approved? Or the White Rock Muffler Site Development’s excessive height? Or the sudden decision to move the location of the Evergreen Towers that needlessly destroyed heritage trees and impacted local residents and their property values? Or the hundreds of complaints over Omnibus Bylaw 2000 which allowed excessive heights on new buildings on the waterfront, blocking the view of all the existing residents and tax payers? Or the dozens of building permits that have destroyed heritage forests and allowed chain saws, jackhammers and trucks to disturb residents every morning at 7am?

Yet the mayor says “we have had complaints in the last couple of years” about the noise at the Market. Since when does one complaint constitute many? Clearly it does when it serves the Mayor’s agenda. Could this have more to do with White Rock City Council helping their fellow Coalition member while also sticking it to Councillor Helen Fathers who refused to join the Coalition in last years election?

Why is it ok for construction firms to start disrupting our city at 7am but not farmers? If only farmers could find a way to exploit local land to become rich so that they too could contribute to City Council campaigns. Perhaps they should build Condo Towers on their properties, then maybe our Council would listen.

Was this about Frustration with Farmers, or more about Friendly Favoritism for the Few? You decide.

Mud Slinging and Bullies in White Rock

We are always talking about how bullying needs to stop in Canada. We see brave women standing up to the accused CBC host Jian Ghomeshi and saying “enough!” after what may have been years of serial abuse, bullying, and rape. While the courts will decide the truth of it all, we feel pride that these women have stood up to this bully and exposed his alleged actions for the vile crime that they are. It takes just one brave soul to stand up to a bully and then they crumble. But all too often, the victim does not report the crime. All too often, the victim is vilified as someone whose actions have provoked or even deserved the bullying. All too often victims of bullying stand alone unsupported while the bully receives no punishment and repeats his crimes for years unchecked until that first brave soul, in this case Air Force Captain Lucy DeCoutere, decided to speak publicly about her ordeal and put a stop to the abuse by saying “Enough!” to the Bullies!

With the CBC Ghomeshi story fresh in our minds, I read about another case of serial bullying right here in White Rock. I read how that Mayoral Candidate David Bradshaw had been dragged through the mud for political gain by Mayor Baldwin in a “moment of anger and outrage”. It is clear that David Bradshaw worked in a toxic work environment at the BCTF. It is clear that he had trouble dealing with that stress resulting in depression and anxiety. But as in the case of Captain Lucy DeCoutere, he deserves our support and understanding, not a smear campaign.
Be a Buddy Not a Bully Mayor Baldwin
Once again, we saw a victim of bullying is being dragged through the mud, this time by our own Mayor and perhaps others who were eager to discredit him. That someone would provide his personal and confidential work and health report to the CBC speaks volumes about how toxic that work environment must have been.

Having worked in High Tech through the good years and bad, I have seen hundreds of people, myself included, work through years of such a toxic work environment. I have seen grown men cry, employees burst out in anger, and much worse. You cannot judge them without having first lived in their shoes. I have. I was strong, but many are not. What defines character is not how we choose to deal with the emotional impact of an unjust firing, what defines our character is how we pick up the pieces and move on. In David’s case, he choose to stand up to the bullies in City Hall by saying “Enough!”. As with DeCoutere, we should be proud of David for standing up to the bullies and support him. David has my support and he deserves yours.

Was it a mistake or a well thought out and deliberate smear campaign? Decide for yourself if our Mayor has the true integrity to admit when he was wrong, or is he is just another bully with power who said that he was sorry, not because of what he did, but because he got caught?

The Mayor has his election Victory, but we all lose whenever a bully wins.

Congrats to the Mayor and our new Council

Unfortunately, the Mayor and most of these Councillors are known for ignoring the concerns of citizens and doing what developers want. Another four years of towers, carriage homes, OCP Changes, neglect of infrastructure, and happy developers awaits.

Voters believed the Glossy Spin in the pamphlets and forgot what it was like at Public Hearings to be ignored by “the Boss” and all those Pro-Development City Councillors.

Happy for the Mayor and new City Councillors but sad for White Rock.

When candidates smear fellow candidates in a “moment of anger and outrage”, they soil us all. It is disappointing when voters condone such dirty politics and smear campaigns. David Bradshaw may not have been the perfect candidate, but all candidates deserve the respect of presenting their case to the electorate without mud. Voters deserve that too. Having thrown much mud, this new council can hardly be considered squeaky clean. Mud is difficult to wash off and this whole campaign has left us, and our White Rock, all a little more soiled.

Vote this Saturday if you love White Rock just the way it is!

We have been told that City Hall insiders say that TWENTY TWO new towers are sitting in White Rock City Hall at various stages of planning currently on-hold pending the outcome of this election. Five towers have been approved to be built as soon as the market demand is there, including the one outside of the Town Center and another near the hospital.

If that rumor is true, then 22 Towers are worth as much as $2 Billion dollars in potential Condo sales and that means at least $100M in total profits to developers, $50M to real-estate companies, and over $1B in construction contracts!

You bet the Pro-Development Candidates are well funded! No wonder Keven O’Leary says that White Rock is THE hot place to invest if you have big money! No wonder advertisements for our Condos go all the way to China!

Not bad for a little 2 square mile town. That is not bad unless you want to be able to buy a single family home here. Then it’s bad. By zoning for high density, we make lots too attractive for developers and we lose our established base of single family homes at reasonable prices. Many older homes are sold for their lot alone, with the house being torn down to build two or more homes instead and double the original price. That’s no way to build a community.

There is nothing wrong with creating towers if that is what residents want. But the Pro-Development candidates should inform residents what voting for them will do to our little City by the Sea! They don’t!

If these candidates believe that increased density is SO good for White Rock whether “people want it or not”, why don’t they list their Pro-Development voting record in their Campaign Materials? Strange.

Mayor Baldwin and the Majority of Candidates in the White Rock Coalition either Vote Pro-Density, make money through rental properties, and/or own a business related to real-estate.

Mayor Baldwin was also a strong advocate for approving the Bosa Towers as CAO despite thousands of residents being opposed to it and who signed a petition with Democracy Direct to block it.

These are our picks, but please do you own research, ask the candidates lots of questions and vote smart. Do not be fooled by Campaigns, look at how the Candidate votes!

We have heard time and again that increased density is needed to help lower our taxes and improve our businesses. Yet our taxes are the highest of any similar sized city by a large margin and 50% higher than Surrey’s taxes. And our local businesses are being crippled by excessive business taxes that are even higher, and by pay parking, and by having to operate their business in poorly maintained rented shops owned by real estate speculators who hold onto the property without maintaining them while waiting to develop another tower there. Density is hurting residents and business while helping developers get rich and the politicians that they support get elected.

The White Rock Coalition says that its first key priority is “Preserving Our Community”, yet look at what projects Coalition members Grant Meyer, Bill Lawrence, and Cliff Annable have supported in the past.

Candidates who have supported these high density developments despite strong resident opposition are:
Mayor Baldwin – Voted for White Rock Muffler, Evergreen, Vidal*, supported Bosa
Grant Meyer – Voted for White Rock Muffler, Evergreen, Vidal
Bill Lawrence – Voted for White Rock Muffler, Evergreen, Vidal
Cliff Annable – Supported Bosa and is a real-estate speculator

None of their campaign material talks about supporting densification.

There is nothing wrong with supporting densification if that is what you say you support. If you are elected because residents want more density, then more Density should happen. That is great so long as the people know who they are voting for, and the politicians have the integrity to admit it.

Integrity means saying what you do, and doing what you say.

In fact, the record shows that each of the incumbent candidates above received campaign contributions from developers in 2011. That seems inconsistent with their campaign materials too. Strange.

Integrity means saying what you do, and doing what you say. Mayor Baldwin said he opposed Vidal, but his actions ensure it passed.

A politician’s actions must match his public statements.
Without that, there is no integrity.

*Note – Mayor Baldwin publicly claimed to oppose the Vidal Street 12-Storey Mega-Condo but his actions on Oct 21st say otherwise and resulted in Vidal being approved because he voted to delay the vote.

Council was to vote on the Vidal development on Oct 21st and because Grant Meyer was not present, the Mayor could have immediately defeated this proposed development that night by creating a 3-3 tie with both Helen Fathers and Al Campbell also opposed. But what did Mayor Baldwin actually do? He delayed the vote until the next Council meeting to ensure that Grant Meyer would be there to vote FOR the development1!

By delaying the vote, Mayor Baldwin could safely vote against Vidal publicly, knowing that Grant’s vote would ensure that it still passed. Mayor Baldwin claimed that he wanted to turn down the project, but ensured that it received final approval from council by delaying the vote. And this is exactly what happened at the next Council meeting.

The Mayor discussed this point with me privately following the Nov 10th All Candidates meeting. He said that IF he had voted against the project on Oct 21st and it failed, then Grant Meyer could have later appealed that vote and forced another vote. The end result would be no worse and it could possible have been better if Grant Meyer lost the appeal.

But we do not believe that such an appeal process exists. There have been plenty of votes with absent councilors in the past in White Rock and no appeals.

However, even if this appeal process actually existed as the Mayor says it does, then it is still Mayor Baldwin’s fiduciary responsibility to act and vote according to his beliefs, and so it was his responsibility to vote against Vidal on Oct 21st in keeping with his publicly stated position.

And IF such an appeal process exists, which I doubt, then it would be up to Councillor Grant Meyer to publicly go through that appeal process as part of his fiduciary responsibility to the voters.

If a Mayor chooses to vote FOR supporting a project that he publicly says he opposes, just for the sake of avoiding a possible appeal, then that Mayor is not a strong enough leader to be the Mayor in my opinion. Process should never stand in the way of a Mayor doing the right thing for the voters.

Sorry Mayor Baldwin, I just do not buy that story.

The Mayor is a strong leader, so he must have voted with his own beliefs about the Vidal project, but that would mean his beliefs do not match what he says in public.

And if that is true, then that would mean a lack of integrity.

We have heard lots of great questions, but few answers.

Why not ask Mayor Baldwin why, when it looked like the Vidal Street 12-Story Mega-Condo was going to fail the vote, why did Mayor Baldwin delay the vote until the next meeting so Grant Meyer could be there to ensure the vote passed? If Mayor Baldwin was so against the Cressey Mega-Condo development on Vidal as he claims, why did he delay the vote when he could have ensured that it failed? Remember, he claimed to be against the Vidal Street Mega-Condo!

Do not be fooled by political spin, Actions speak louder than words.

Be sure to ask Mayor Baldwin why he did not mention Densification as part of his platform in the Peace Arch News? He has been working hard to increase White Rock density for years. Why not mention it?

Why avoid this topic? Does he not want to tell residents that he strongly believes in more densification whether we like it or not? Is this missing from his message because he knows that it is unpopular with residents?

And ask him why he is increasing densification when it clearly raises our taxes and makes our city less livable by increasing congestion, wait times at the hospital, waitlists in our schools, and more police costs all the while many of these condos remain empty?

Perhaps there are reasonable answers to all these questions. If so, we would like to hear them. Perhaps we will get answers tonight, but do not be surprised if these questions do not come up. The questions are being filtered by the White Rock Business Improvement Association and South Surrey/White Rock Chamber of Commerce and sponsored by the Fraser Valley Real Estate Board.

It is your city by the sea, not Mayor Wayne “the Boss” Baldwin’s and not the White Rock Six’s Pro-Development Coalition.

Myth #1: Increased Density means Lower Taxes

It is a myth that Increased Density lowers taxes. It does not.

White Rock has twice the density of Surrey, yet our taxes are 50% higher. We have compared our taxes to other similar sized cities in BC in the chart, and we are THE highest by a large margin. Why?

Let’s look at why Densification increases Taxes.

It costs the city the same amount whether a person lives in a 400sqft apartment or a $5 Million dollar home. The cost of city services, policing, fire, garbage collection, and other city services are all about the same on average.

But you hear that the Towers bring in millions of Dollars in Tax Revenue!
Isn’t that good?

It sounds good until you look at the numbers in more detail!

Do people in high density housing actually pay their share?

For starters, when a developer builds a tower. White Rock has been known to offer them three years of tax exemption. That means regular tax payers like you and other residents are subsidizing the big developers!

It may be even worse! The White Rock Rate Payer’s association claimed that the city sold Bosa the land way below fair market value, and then White Rock gave them a $3.5M low interest mortgage as well. The Rate Payer’s Association had planned to sue the city to stop the sale of the land, but could not afford the court costs. Thousands of residents signed petitions opposing these towers, but White Rock City Hall approved the towers over these objections and the towers were built anyway. If what the Rate Payer’s Association said is true, then residents of White Rock are not saving money with towers, but instead residents are subsidizing developers in order to have the towers built. This would explain why developers are so eager to support pro-development Candidates! Let’s hope the Rate Payer’s Association was wrong!


With City Hall holding so many closed-door meetings about developments, how can we tell that this does not happen with every new tower being built in this city? Ouch.

Next, let’s look at what a typical Bosa resident pays in taxes versus a typical home owner. We looked up the tax records for a number of apartments of various sizes. The average taxes paid by a household in Bosa is $2,664 per household.

How does this compare to other residents? What does the AVERAGE household pay in taxes each year in White Rock? On average, White Rock residents pay $3,700 per household.

So Bosa residents pay about $1036 less taxes on average but benefit the same amount from city services. So who pays the difference? The average White Rock resident.

White Rock residents are subsidizing High Rise Towers, not benefitting by them.
So who benefits?
The developers who build towers, and the politicians whose campaign they pay for.

What can we do about it?
The lesson here is that towers do not help pay their way. We have to elect leaders who realize that the economics need to make sense. One solution, if we insist that we want towers, is that the Condo only pays for itself if the taxes of each Condo exceeds the average house listing price in the City. Only then would the taxes paid by Condo owners be supportive of our tax base. The Late Councillor Larry Robinson, a real-estate agent himself, often noted in council that we need to push for larger condo units to attract high end buyers. Then at least the economics make sense. But this does not help the typical family afford a single family home. It hurts. Is that what we want for a long term future? A city of glass towers filled with the ultra rich? I do not think so.

Is there an alternative for lower taxes and affordable housing?
Yes, there are many places in the world where a family can own their own single family home on their own lot. There is also lots of research that tells us that Canada, and yes even White Rock, can get there. The first step is to elect good leaders with intelligence and the willingness to listen to good ideas. Together with developers, businesses, and residents we can solve this. The next step is to put a stop to this madness called Densification. It does not work and this has been known since the 1970’s with the Harlem Tower Projects.

Mayor Wayne Baldwin likes to quote Former City Planner Larry Beasley who talks about city centers needing 10,000 people for a vibrant community. However, that was over ten years ago. More recently Larry Beasley has recognized that there are significant downfalls including that this pushes out existing residents who can no longer afford to live in their own communities. Is that what we want?

Are the developer’s to blame? No, it’s their job to look for the best deal possible.
White Rock City Council is to blame. They listen to developers and ignore concerns raised by residents.
That’s not right!

High Density is not the only reason that your taxes are too high!
Increased Density does not reduce taxes in this town, but that alone would not mean higher taxes if our tax dollars were managed wisely. The bigger reason that taxes are too high is because White Rick spends too much money on things that provides residents with no added benefit.

Here are recent examples of how City Hall is wasting your money!
– $528k paid out to replace perfectly good windows in City Hall and Library
– $273k to replace existing parking meters with new parking meters
– $100k paid to renovate council chambers for a move that never happened
– $360k paid to renovate current council chambers and city hall
– Senior Staff paid 26% more than similar jobs in larger cities like Victoria
– Councillors gave themselves 11% pay raises starting in 2015
– The Mayor gets a 32% raise starting in 2014
– Offering developers incentives to build here including three years of tax relief!
– Giving EPCOR $12 Million Windfall when EPCOR Land Rezoned
– The City Councillors receive $400 for each meeting attended

Years of Baldwin Densification Has Increased Our Taxes

Ask a lot of questions of your candidates before you vote!
Do the candidates have intelligent solutions? Do the understand the economics?
Or do they simply want power to help the big developer’s get rich?

You decide, then Vote on November 15th. Your vote matters!
